राष्ट्रीय जनसंख्या रजिस्टर पर मोदी कैबिनेट की मुहर, अपडेट होगा NPR

नागरिकता संशोधन कानून (CAA) और राष्ट्रीय नागरिक रजिस्टर (NRC) पर देशभर में हो रहे बवाल के बीच मोदी कैबिनेट ने एक बड़ा फैसला लिया है. मोदी कैबिनेट ने राष्ट्रीय जनसंख्या रजिस्टर (NPR) पर मुहर लगा दी है. सूत्रों के मुताबिक, यह मंजूरी राष्ट्रीय जनसंख्या रजिस्टर यानी NPR को अपडेट करने के लिए दी गई है.

नागरिकता संशोधन कानून (CAA) और राष्ट्रीय नागरिक रजिस्टर (NRC) पर देशभर में हो रहे बवाल के बीच मोदी कैबिनेट ने एक बड़ा फैसला लिया है. मोदी कैबिनेट ने राष्ट्रीय जनसंख्या रजिस्टर (NPR) पर मुहर लगा दी है. सूत्रों के मुताबिक, यह मंजूरी राष्ट्रीय जनसंख्या रजिस्टर यानी NPR को अपडेट करने के लिए दी गई है.

मोदी कैबिनेट की यह बैठक मंगलवार को हुई. बैठक में राष्ट्रीय नागरिक रजिस्टर अपडेट करने के लिए मंजूरी दी गई. इस काम में आने वाले खर्च का बजट भी जारी किया गया है. रजिस्टर अपडेट करने के लिए सरकार की तरफ से 8500 करोड़ रुपये से ज्यादा का बजट अप्रूव किया गया है.

यह रजिस्टर नागरिकता अधिनियम 1955 के प्रावधानों के तहत स्थानीय, उप-जिला, जिला, राज्य और राष्ट्रीय स्तर पर तैयार किया जाता है. कोई भी व्यक्ति जो 6 महीने या उससे अधिक समय से किसी इलाके में रह रहा हो तो उसे नागरिक रजिस्टर में जरूरी रजिस्ट्रेशन कराना होता है.

क्या है राष्ट्रीय जनसंख्या रजिस्टर?

सिटीजनशि‍प (रजिस्ट्रेशन ऑफ सिटीजन्स ऐंड इश्यू ऑफ नेशनल आइडेंटिटी कार्ड्स) रूल्स 2003 में जनसंख्या रजिस्टर को इस तरह से परिभाषि‍त किया गया है: 'जनसंख्या रजिस्टर का मतलब यह है इसमें किसी गांव या ग्रामीण इलाके या कस्बे या वार्ड या किसी वार्ड या शहरी क्षेत्र के सीमांकित इलाके में रहने वाले लोगों का विवरण शामिल होगा.'

नेशनल पॉपुलेशन रजिस्टर (एनपीआर) के तहत 1 अप्रैल, 2020 से 30 सितंबर, 2020 तक नागरिकों का डेटाबेस तैयार करने के लिए देशभर में घर-घर जाकर गणना की तैयारी है. देश के सामान्य निवासियों की व्यापक पहचान का डेटाबेस बनाना इसका मुख्य लक्ष्य है. इस डेटा में जनसांख्यिंकी के साथ बायोमेट्रिक जानकारी भी होगी.

बाहरी व्यक्ति भी अगर देश के किसी हिस्से में छह महीने से रह रहा है तो उसे भी एनपीआर में दर्ज होना है. एनपीआर के जरिए लोगों का बायोमेट्रिक डेटा तैयार कर सरकारी योजनाओं की पहुंच असली लाभार्थियों तक पहुंचाने का भी मकसद है.
